Mental Health Block Grant

State Mental Health Plan

Under the authority of the Public Health Service Act, the Secretary of the Department of Health and Human Services, through the Center for Mental Health Services (CMHS), Substance Abuse and Mental Health Services Administration (SAMHSA),awards Block Grants to States to establish or expand an organized community-based system for providing mental health services for adults with serious mental illness (SMI) and children with serious emotional disturbances (SED). In order for the Secretary to award these block Grants, States are required to submit an application for each fiscal year for which the State is seeking funds.

The Plan was developed in partnership with the Oklahoma Mental Health Planning Council, which includes persons receiving services, family members of children and adults receiving services, advocates, representatives from other state agencies, and providers. The Plan reflects priorities of the Council, ODMHSAS, and the President’s New Freedom Commission on Mental Health Report, Achieving the Promise: Transforming Mental Health Care in America.
