for Substance Abuse Agencies

The information contained in this report was compiled by the ODMHSAS to provide treatment agencies with a tool for continuous quality improvement based on a range of indicators. The measures reflect treatment agencies' performance compared to the state average and a selected standard. The indicators are calculated by level of treatment; i.e., residential treatment, community living treatment, outpatient treatment, and detoxification services. Outcomes are categorized as “short-term” indicators, gathered from ICIS and client survey data, and “long-term” indicators, compiled from data gathered through other state agencies.

This report replaces the "Performance and Outcomes Monitoring Report for Substance Abuse Treatment Centers." Reports are based on calendar year, instead of fiscal year.

Regional Performance Management Report (RPM)

The aim of the Regional Performance Management (RPM) Report is to provide up-to-date information to guide system performance efforts.  That aim is achieved by quarterly production of reports that give feedback to providers, service recipients, Departmental administrators and other stakeholders.  Key indicators of performance are reported for substance abuse and mental health treatment providers funded in whole or part by ODMHSAS. These reports have been discontinued.

Annual ODMHSAS Data Books

Each Fiscal Years 1993-2003, ODMHSAS published a Data Book to provide basic information about ODMHSAS services. This information is useful to policy makers, researchers, and others working to improve the quality of life for the Department's clients. Each Data Book summarizes demographic information and services data for clients served in agencies funded through ODMHSAS. Simple Reports (above) have replaced this publication. Performance and Outcomes Monitoring Report for Community Mental Health Centers

The Performance and Outcomes Monitoring Report for Community Mental Health Centers has been prepared for use by consumers, advocates, planners, treatment providers, administrators, and other decision-makers. The report consists of two volumes. Volume One contains performance and outcome indicators based on a framework adopted by the National Association of State Mental Health Program Directors (NASMHPD). Volume Two contains service utilization data. Also, a Statewide Summary is presented.

Both volumes contain three sections of charts and corresponding tables that display summarized information for (1) all clients, (2) adults with a serious mental illness (SMI), and (3) children with a serious emotional disturbance (SED). Also included are appendices for definitions, data selection criteria, service categories, and a state map that depicts community mental health center (CMHC) service areas. Data for the current fiscal year and the previous fiscal year are presented for year-to-year comparisons.

Each of the three sections of the performance and outcome indicators includes a chart that shows each CMHC's performance and a corresponding table that provides a count of each agency's clients. For selected indicators, a case mix analysis page is included, as well.

For each CMHC, service utilization data are presented from two perspectives: (1) average number of service units per client by category of service, and (2) percentage of clients receiving the service. Corresponding tables provide the counts of clients and services. These services are those which are reported to the ODMHSAS Integrated Client Information System (ICIS) by each agency.

The indicators are also presented in the form of charts that summarize statewide information for (1) all clients, (2) adults with a serious mental illness (SMI), and (3) children with a serious emotional disturbance (SED).

Performance and Outcomes Monitoring Report for Substance Abuse Treatment Centers

The information contained in this report was compiled by the ODMHSAS to provide treatment agencies with a tool for performance improvement based on a range of indicators. The measures reflect treatment agencies' performance compared to other facilities' and their own previous year's work. The indicators are calculated by level of treatment; i.e., residential treatment, community living treatment, outpatient treatment, and detoxification services. The indicators represent four domains: outcomes, appropriateness of care, access, and data reporting quality. Each indicator is graphically represented. For the indicators that the Substance Abuse Services Division of ODMHSAS has chosen to monitor, a case-mix adjustment has been displayed on the page following the graph. In the subsequent section, a detailed data sheet presents the numbers used to compute each agency's performance.

Bed Utilization Report

The Bed Utilization Report shows, by facility, the weekly average number of occupied state-contracted beds for people receiving mental health or substance abuse services, as well as the average number of people waiting for a bed to become available in order to receive services.
