Mission

The mission of the Oklahoma Department of Mental Health and Substance Abuse Services is to promote healthy communities and provide the highest quality care to enhance the well-being of all Oklahomans.

Vision

Services available through the Oklahoma Department of Mental Health and Substance Abuse Services will promote productive lifestyles and set the national standard for prevention, treatment, and recovery for those affected by mental illnesses, substance abuse disorders, and domestic and sexual violence.

Values and Behaviors

The Board, Commissioner, and all stakeholders envision active partnerships among those receiving services, their families, provider organizations, and community leaders, dedicated to promoting quality of life, safety, and well-being for the people of Oklahoma . Consumer choice, hope, family involvement, and the belief in human potential are valued. ODMHSAS resources support each consumer's right to choose services that:

  build on individual strengths,
  exist in a natural environment, and
  actively promote the consumer's human value and dignity.

Every consumer and family member shall receive timely and appropriate services.

Long-Term Goals, Themes and Strategies

1.  Decrease the incidence and Strategies progression of domestic violence/sexual assault, substance abuse/chemical dependency, and mental illness through increased awareness and understanding of the issues and the provision of prevention and early intervention services.

Educating the public

Contract with a public relations firm to design and implement a statewide media campaign to increase public awareness of the nature and extent of substance abuse, mental illness, and domestic and sexual violence in Oklahoma .

Providing prevention services

  Develop and implement a prevention and early intervention program with the children of Department consumers

  Implement community-based prevention programs focused on a "train-the-trainer" model of dissemination

Advocacy and coalition building

  Sponsor informational events involving advocates from all departmental constituent groups

  Develop a comprehensive advocacy base that includes all stakeholder groups and programs

2.  People in Oklahoma will receive best-practice interventions and services delivered in a timely, culturally competent manner that promotes recovery and an increased quality of life.

Specialized services to specific groups

  Provide needed services to persons in the criminal justice system

  Provide sexual assault specialists in each DVSA program

•  Provide PACT (Program of Assertive Community Treatment) programs throughout the state

  Provide family and children's services

Promotion of best-practice service models

  Identify, develop, and disseminate best-practice models with appropriate accountability across the Department's three program divisions, including those that focus on family and co-occurring issues

  Provide competent services to under-served populations

Funding

  Prepare annual and multi-year budget requests, consistent with ODMHSAS long-range strategic planning

  Develop and diversify funding streams to broaden the base of services to consumers, including foundations, federal grants, and tobacco settlement funds

  Support the recruitment and retention of qualified staff by ensuring that equitable and appropriate reimbursement rates for contract providers and appropriate pay scales for state employees are established and maintained

3.  Program capacity throughout the state will be sufficient to address the size, composition, and distribution of the state's population.

Expansion of workforce

  Collaborate with higher education to develop practicum experiences to acquaint trainees with ODMHSAS services and consumers

  Recruit and train recovering/recovered consumers to function as service providers

Increase availability of service

  Expand culturally competent services to ethnic communities within Oklahoma

  Reduce the delay between request for service and receipt of service

  Monitor performance indicators related to service utilization and demand

Provision of service in the least restrictive service environment

  Develop a continuum of service that provides access to the least restrictive appropriate service option for consumers

  Develop service options that build on the strength and capacity of host communities

Specialized services

  Provide consultation and training in specialized areas such as mental illness, child and sexual abuse, substance abuse and victimization

  Develop accessible crisis intervention and emergency detention services throughout the state

  Evaluate and improve crisis and help lines

4.  Services provided through the ODMHSAS will recognize and address the comprehensive and holistic needs of the people served.

Cross-training service providers

  Provide cross-training among the three program divisions of the Department

  Cross-train front line staff/service providers in standardized screening and assessment procedures that cut across the three program divisions of the Department

Collaboration across Departmental divisions and with community, state, and federal agencies

  Facilitate regular meetings among service providers from all program divisions of the Department for purposes of program planning and development

  Establish planning and partnerships with agencies such as: Oklahoma Health Care Authority, State Department of Health, State Department of Human Services, State Office of Juvenile Affairs, State Department of Corrections, Oklahoma Commission on Children and Youth, State Department of Rehabilitative Services, Oklahoma Employment Security Commission, Department of Education, Oklahoma State Medical Association, and the Criminal Justice Department

  Provide information from the ODMHSAS Board regarding planning and development to the State Legislature and Office of the Governor and other governing bodies

5.  Continuous service and workplace improvements occur through the use of performance indicators and evaluation tools in decision making and implementation of services.

Accreditation/Certification

  Bring Departmental standards and certification practices in line with those of external accrediting bodies

  Promote the certification and licensure of specialist service providers (domestic and sexual violence and crisis intervention, for example)

Data-based performance improvement planning

  Develop and implement a comprehensive performance improvement plan

  Involve consumers, advocates, and community representatives in performance improvement efforts

  Develop and support a user-friendly data system that accurately reflects consumer services in a timely manner, using data to support policy-making decisions and capacity building

  Provide performance indicator data to governing bodies
